Requirement R2 requires compliance with a Reliability Coordinator's Operating Instruction unless it cannot be physically implemented or would violate safety, equipment, regulatory or statutory requirements, and Requirement R3 requires the entity to inform its Reliability Coordinator of that inability. The Reliability Coordinator can only build an alternative plan if it is told promptly.
