Balancing and Interchange Operator (BI) exam

The BI exam certifies the operator on the balancing desk. It is 120 questions in three hours. 100 are scored, and you need 76 right. Resource and Demand Balancing alone is 36 of those 100: AGC, ACE, reserves, frequency and interchange.

What the credential is, and who needs it

In the NERC Glossary, the Balancing Authority integrates resource plans ahead of time, keeps Demand and resources in balance within its Balancing Authority Area, and supports Interconnection frequency in real time. Interchange is energy transfers that cross Balancing Authority boundaries.

Under PER-003-2, Balancing Authority real-time positions accept RC, BT or BI. The BI certificate is accepted at BA positions only. Transmission Operator positions take RC, BT or TO, and Reliability Coordinator positions take RC. Anyone without a certificate works a real-time position only under the direct supervision of a certified operator stationed there.

Renewal is 140 CEHs every three years. Moving from BI to any other credential takes that credential's exam.

Exam format and delivery

  1. Register and pay in SOCCED. $700 covers one sitting, and eligibility runs 365 days from payment. You can change the exam type inside that window.
  2. Book with Pearson VUE from your SOCCED account, at least 24 hours ahead. Reschedule or cancel at least 48 hours out to keep the fee.
  3. Arrive at least 30 minutes early with two current IDs, one government-issued with your photo and signature.
  4. The sitting: a 15-minute tutorial, the non-disclosure agreement, then three hours for 120 multiple-choice questions on a computer.
  5. No calculator of your own, and no watch, phone or notes. On-screen basic and scientific calculators, a noteboard and a marker are provided. The clock keeps running through restroom breaks.
  6. Result: pass/fail at the end of the exam, with an emailed link to the report.

How scoring works

BI is scored by cut score: 76 correct answers out of the 100 scored questions. A panel of practitioners sets it, judging every question against a definition of minimum acceptable competence. Every form is built to the same difficulty. It has been 76 since June 1, 2020, when it went up from 74.

  • A count, not a percentage. 76 right passes and 75 doesn't.
  • 20 experimental questions are mixed into the 120, unscored and unmarked. Treat them all as scored.
  • Only correct answers count. A blank earns nothing, so answer every question.

The BI content outline

What stands out on BI:

  • Resource and Demand Balancing is 36 of 100, more than a third and the most of any exam. Five of its areas are worth 5: Interchange, Reserves, AGC, Frequency and Generation Equipment.
  • Area Control Error is 4, against 1 on TO.
  • Transmission is 12, with Switching and Transmission Equipment at 1 each. Contingency Analysis and Reliability is also 12.
  • Emergency Preparedness (12) and Emergency Response (16) are 28 together. Capacity deficiency and capacity emergencies are 4 each.

How Grid Prep maps to the BI exam

  • Mock exams at exam pace. On the web, a full BI mock is the whole paper: 120 questions in three hours, the 100 scored ones at exactly the counts above and 20 unscored questions mixed in, as on exam day. Flag and return, no feedback until you submit.
  • Pace it like the exam. That is 90 seconds a question. A mock in the app gives the 100 scored questions the same three hours, so there finish in about 2 hours 30 minutes.
  • Readiness on the BI weighting. A projected score out of 100, beside the cut of 76.
  • Weak areas ranked for BI. Estimated loss is (1 − area score) × the BI weight. ACE carries 4 on BI and 1 on TO, so the same shaky ACE score costs a BI candidate four times what it costs a TO candidate. An untouched 5-question area shows −5.0 and tops the list.
  • The bank behind it: 327 questions in Resource and Demand Balancing, out of 1,224. Every answer also counts toward RC, BT and TO.
  • In the app: a Balancing Authority AGC control board, rebuilt each time you open it, with the ACE left for you to work out. There are also twenty worked calculation drills, ACE among them, and a BA desk in the Control-Room Simulator. The simulator is a study aid. It isn't NERC-approved and earns no CEHs.

How to prepare for the BI exam

  1. Start from NERC's two study documents: the BI content outline and the reference list in the exam resource materials. That list puts the Glossary and the BAL, COM, EOP, FAC, INT, IRO, PRC, TOP and VAR standards first. In Grid Prep's references, the five-question BI areas lean on BAL and INT, with PRC, VAR and MOD for frequency and generation equipment.
  2. Baseline: a 20-question BI Blueprint Sprint, or the free 30-question taster. Then read the weak-area list.
  3. Resource and Demand Balancing first. When a Grid Prep question asks for an ACE, a reserve margin or a frequency response figure, work it the way the test center lets you: an on-screen calculator and a noteboard, not your phone.
  4. Then emergencies. Emergency Preparedness and Emergency Response together are 28.
  5. Smart Review every study day. From the midpoint, a full BI mock each week at exam pace: 120 questions in three hours, 90 seconds each. Check every miss against its reference.
  6. Final week: a last full mock, empty the Missed Questions set, and the Library cards for the numbers.

On the day: 90 seconds a question. Flag and come back rather than stall, and leave nothing blank.

How many questions are on the NERC BI exam?

120: 100 scored and 20 experimental. The experimental questions don't count, and you aren't told which they are.

What is the BI passing score?

Does BI cover transmission at all?
