A value frozen to the digit while the matching measurement at the other end of the same line keeps changing is a telemetry failure, not a system condition: the remote terminal unit or its communications path has stopped answering the scan, and the display is holding the last value received, normally with a quality flag. Calibration drift offsets a reading rather than freezing it, and constant load cannot move one end of a line without moving the other.
