Transmission Operator (TO) exam

The TO exam certifies the operator on the wires desk. It is 120 questions in three hours. 100 are scored, and you need 76 right. Transmission alone is 29 of those 100, and the balancing side shrinks to 13.

What the credential is, and who needs it

The NERC Glossary makes the Transmission Operator responsible for the reliability of its local transmission system. It operates, or directs the operation of, the transmission Facilities.

Under PER-003-2, Transmission Operator real-time positions accept three certificates: RC, BT or TO. The TO certificate is accepted at TOP positions only. Balancing Authority positions take RC, BT or BI, and Reliability Coordinator positions take RC. Anyone without a certificate works a real-time position only under the direct supervision of a certified operator stationed there.

Renewal is 140 CEHs every three years, the same as BI. Moving from TO to any other credential takes that credential's exam.

Exam format and delivery

  1. Register and pay in SOCCED: $700 for one sitting, eligibility 365 days from payment. You can change the exam type inside that window.
  2. Book through the Pearson VUE link in SOCCED at least 24 hours ahead. Reschedule or cancel at least 48 hours out to keep the fee.
  3. Be inside the test center at least 30 minutes early with two current IDs. One must be government-issued, with your photo and signature.
  4. The sitting: a 15-minute tutorial, the non-disclosure agreement, then three hours for 120 multiple-choice questions on a computer.
  5. Nothing of your own. No calculator, watch, phone or notes. You get on-screen basic and scientific calculators, a noteboard and a marker. The clock runs through restroom breaks.
  6. Result: pass/fail at the end of the exam, and an emailed link to the report.

How scoring works

TO is scored by cut score: 76 correct answers out of the 100 scored questions. A panel of practitioners sets it, judging every question against a definition of minimum acceptable competence. Every form is built to the same difficulty. It has been 76 since June 1, 2020, when it went up from 74.

  • 76 is a count. 76 right passes and 75 doesn't.
  • 20 of the 120 are experimental. You won't know which, so give every one your full attention.
  • Blank scores the same as wrong. Answer everything.

What stands out on TO:

  • Transmission is 29 of 100, the most it carries on any of the four exams. Five of its six areas are worth 5: Protection and Control, Voltage and Reactive, Switching, Operating Limits and Transmission Equipment.
  • Transmission plus Contingency Analysis and Reliability is 49 of the 100. System Restoration adds another 5.
  • The balancing side is thin. Interchange, Reserves, AGC and ACE are 1 question each. Frequency is 3. Capacity emergencies and anticipated capacity deficiency are 2 each.
  • Communications and Data is 12, the same as on every other exam.

How Grid Prep maps to the TO exam

How to prepare for the TO exam

  1. Use the two documents NERC points to: the TO content outline and the reference list in the exam resource materials. That list puts the Glossary and the BAL, COM, EOP, FAC, INT, IRO, PRC, TOP and VAR standards first. In Grid Prep's references, the five-question TO areas lean on PRC, VAR, TOP and FAC, plus EOP-005-3 for restoration.
  2. Baseline: a 20-question TO Blueprint Sprint, or the free 30-question taster. Then read the weak-area list.
  3. Work Transmission and Contingency Analysis first. They're 49 questions together. Electrical Fundamentals (4) pays off across all of them.
  4. Don't zero the light areas. Thirteen Resource and Demand Balancing questions is still 13. A pass on 100 scored questions has 24 to spare.
  5. Smart Review on every study day, then a full TO mock weekly from the midpoint, at exam pace: 120 questions in three hours, 90 seconds each. Review every miss against its reference.
  6. Final week: one more full mock, empty the Missed Questions set, and go through the Library cards for the numbers.

On the day: 90 seconds a question. Flag and move on when one stalls you, and leave nothing blank.
