Answer A The Reliability Coordinator

IRO-017-1 R1 places the outage coordination process on the Reliability Coordinator, including submission timing, evaluation of outage impacts across its Wide Area and resolution of outage conflicts. R2 then requires each Transmission Operator and Balancing Authority to perform the functions that process assigns to it.

Closing the tie brings two separately running systems into synchronism, so the check across the open point is that voltage magnitude, phase angle and frequency are within the closing limits. A large angle or voltage difference produces a power surge through the breaker and shocks connected machines.
