- C. the last customer interrupted in the shutdown area has been returned to service
- D. each island in the area has been tied to at least one neighboring island

Requirement R1 describes the restoration as carried through to the point where the choice of the next Load to be restored is no longer driven by the need to control frequency or voltage. Full customer restoration is a separate matter that continues after that point.
