Requirement R3 Part 3.2 sets the minimum accuracy at 0.001 Hz, and Part 3.1 sets a minimum availability of 99.95 percent for each calendar year. Coarser metering would corrupt the 10B frequency term in Reporting ACE.

Requirement R5 sets the minimum at 99.5 percent of each calendar year, and 0.5 percent of 8,760 hours is 43.8 hours. The 4.4-hour figure follows from the 99.95 percent availability R3 sets for frequency metering equipment, which is a separate requirement.
